I usually get - "You seem like a nice guy, how about some free education, then some free consulting." Followed by some mumbling about 'partner', 'fair', 'price', 'alternate', 'couple of hours here and there.'.

For the original question - the only possible way to get a 'special circumstances' license from Oracle is through the Oracle sales rep. Be prepared to work up a good business case, which would have to be presented up at least a few levels of sales management. Explain to Oracle why it is in their interest to give their crown jewels away for free and how "not getting money" benefits them.

Alternately (and I personally think the originator would have a better shot at this) ... ask Oracle for a donation of money equivalent to the purchase price of the Oracle licenses that is guaranteed to be used for the purchase of the product. From a business point of view - they make a 'bookable' sale and they get a (tax deductible?) donation credit, as well as possible advertising.
