You cannot download them. They are not shipped by Oracle anymore either because they are desupported. You can get 8.1.7 until the end of this year, then that version will also be desupported and there won't be an 8.x version shipping anymore.
If you cannot find them anywhere anymore, prepare to upgrade. The last resort would be to ask your local Oracle office if they can provide you with a copy, but they may either not have it or not provide it to you.
In case of emergency, just make sure you have a backup ready...
