can't connect to Oracle

I'm trying to connect to a Oracle db that's in a different domain. I can ping and tnsping to the Oracle box but when I try to connect from sqlplus it gives me "ERROR:
ORA-12560: TNS:protocol adapter error". when I look at ora92\network\log\listener file it shows the user as the windows user that i'm using to login, which should have been the sqlplus user that I used to login. Any idea why it's masking the sqlplus user as windows user? Oacle 9i R2 with oracle 8.1.7 client. Both in Windows server. Thanks,
