I just upgraded the listener to version 9.2.0.3 and found the following note
from the readme file (from where I downloaded the file) for Patchset 2761332
Bug 2655865 Fixed: 9203
Network
Re-registering services after listener reload can take 60 seconds.
However, I couldn't find anything else on the bug at all. Oracle's metalink site can be so infuriating at times.
So it looks like this was a bug and they have fixed it in version 9.2.0.3.
