TNS-12500: TNS:listener failed to start a dedicated server process

usually isn't a listener problem, but an authentication problem. Look into your sqlnet.ora (same directory as listener.ora). Search for a line like
sqlnet.authentication = (NTS)
and delete the NTS, leaving only the empty parenthesis.
