The IP you see under 'host=*.*.*.*' in the listerer.log should be the ip of the client making the connection request.

As for your other questions, PLSExtProc allows you to do external procedure calls (like from C/C++) and INST1_HTTP is used for connections from web servers like Apache (or other oracle supplied products).

If you have no need for either of these options, you can comment them out and see if that makes a difference in running your listener.
