Your services.ora is incorrect. The Intelligent Agent *has* to use
TCP/IP instead of BEQueath. As the services.ora is generated from
tnsnames.ora, likely this file and/or sqlnet.ora is also incorrect.
Wipe all files in %ORACLE_HOME%\network\agent, stop the Agent service
and restart it.
Try setting sqlnet.authentication_services=none in sqlnet.ora
Also the Intelligent Agent can't have service_name = in the connect
descriptor in tnsnames.ora
