If talking about default users, you also should verify that they do not have UNLIMITED TABLESPACE privilege (which is in often granted role RESOURCE), otherwise the quotas have no effect..

(This resource role granted too easily granted to regular users is actually the main reason why we get (big) user segments in system tablespace and therefore have all kinds of problems such as system tabespace full, etc..)
