You probably installed Developer in a different Oracle Home, didn't you?
The problem is very likely in the current value of the default Oracle Home.
In the Oracle Installation Products Menu, there is an utility called "Home
Selector" for switching the default oracle home, try setting the original
one, which was probably OraHome81 if you didn't change the name.
When you switch the default Oracle Home, the path variable is changed accordingly such that the directories containing the software version under that Oracle Home are picked up first. Moreover the default Oracle Home dictates which version is to be chosen if you don't specify one, which explains why the programs are picking the wrong set of parameter files. Oracle Service by the way are functioning properly because they are bound to their versions by means of registry settings, which explains why they running normally.
So, don't mess around with those parameter files now, you'll need them when using Developer, try changing the default Oracle Home instead using the utility (ohsel.exe, if I am right).
