Ping and Oracle TNS Errors

I'm getting the occasional ORA-03114 ORA-12571 errors on a 8.1.6 W2k
system. I've also noticed that pinging clients at a remote site (2K
away) shows losses of 20-30%. 



Any feelings if the two are connected? What is an acceptable packet
loss?
