Upgrading 7.3.4 to 9.2.0.1: dbua won't see old db

I'm currently running Oracle 7.3.4.5 on HP-UX. I have the test instance up and running like normal. The ORACLE_HOME is /u00/app/oracle/product/7.3.4

I then set ORACLE_HOME to /u00/app/oracle/product/9.2.0 and install Oracle 9.2.0.1 into that directory. I try to run dbua during install and after install but both times it doesn't see the 7.3.4 database. Am I not supposed to change the ORACLE_HOME env var before installing 9.2.0 into it's own "home"?

PS for the record I am following the migration/upgrade instructions here:
http://download-west.oracle.com/docs/cd/B10501_01/server.920/a96530/upgrade.htm

But it doesn't specify if/when to change the ORACLE_HOME variable nor does it list any instructions for my particular situation, which is probably caused by my fumbling anyway.
