I think you got it in one.

Much (but maybe not quite all) of this 'Windows instability vs. unix' problem is that we leave Unix Admin to look after the unix servers, but the Windows servers are everyone's playground.

Same thing used to apply to file and print serving. Novell worked well in days of yore, because the network admin installed it, and then left the damn thing well alone, without allowing the amateurs to interfere.
