YHO is the correct one, but when 'one' is responsible for all the things you said, there is no problem (or if there is it's on his neck). Unfortunately when 'one' becomes 'many' or even 'departments' in the real world, bad coordination / priorities take over and finally what should happen differs a lot from what does happen.
