Why should Oracle "encourage" Perl? Why should they encourage developers to use any specific language, platform, or development tool?

Have Oracle Corp ever encourage the use or PowerBuilder? Or discourage the use of Visual Basic? Or encourage using WindowsNT and discourage using Linux?
