Your guess was correct,
init.ora.21200311 is your init.ora file (although i was expecting something like init_21200311.ora, maybe they changed format in 9i). The additional numbers could be the date when the database was created in DDYYYYMM format? (just a guess)
The other file is a parameter file which is called from init.ora. Setup info and additional database parameters can be placed in here. Best to check to see if your init.ora actually calls it.
