well, I'm sure this is probably the only answer of it's kind you will get. I would recommend as much knowledge as possible in both programming and systems administration. I have been given the general title of
"IT-EDI coordinator" , which includes Database Administration, Report
writing, application development, integration with other applications, etc. I've found over the past 4 years that the more you know about
"everything" the better you are at providing a viable solution. As far
as the different OS' are concerned, try to learn as much about how Oracle works with all of them. Many companies use 3rd party applications that will only run on a certain OS, so the more vesatile you are, the more opportunities you will have.
