I assume you are running on Tru64, what is your exact Oracle version number?

There's a bug (1638505) registered in Oracle related to no timing information when measured time intervals are short. Also it seems, that this bug is mostly occurring on Tru64.

Try to make a pl/sql loop with 10000 iterations and profile that, see whether the timing columns get populated.
