Oracle 9i does not suffer from the P4 bug on Windows - I've managed to install both 9i and 9i release 2 on my P4 with absolutely no problems. 817, on the other hand, did have the problems.

So, I'd say that your problems are not P4 related but *may* be XP related. (Possibly !)
