What type of web application are you trying to create? Is it going to be public in Internet?
How many users?
...several, several more questions...

If it's gonna be fairly simple application for an average user from internet, then forget forms. Go with Oracle Portal if you definitely want to use an Oracle tool.

You cant run ASP neither PHP within Oracle Application Server AFAIK, of course you can *connect* to Oracle database from them. I'd suggest PHP (Apache + PHP module) for a simple application. An you will save the licence (and maintenance) costs of Oracle iAS.

But again - see the questions in the beginning.
