error installing oracle 9.02 on Windows 2000 Server

I want to install Oracle 9i Rel. Database on Windows 2000 Server. Error Message after clicking on setup.exe: "The Java Runtime Environment was not found at bin\javaw.exe. Hence the Oracle Universal Installer cannot be run. Please visit http://www.javasoft.com and install JRE version 1.3.1 or higher and try again."

I've already downloaded JRE 1.3.1 but i got the same error.

There are some services (remote registry, messenger,...) that must be started to launch setup?

Some idea?
