If I read your post correct, then the instance was started (so the service was running) but the database is not opened.

Besides that there might be a misconfiguration, which was answered by the other posters, it's also perfectly possible that your DBA intentionally wouldn't let the database come up automatically.

This is configured in the registry:

HKLM\Software\Oracle\HomeX\ORA_<SID>_AUTOSTART=FALSE

(where 'X' is a number from 0 up if you have multiple Oracle_Homes, and 'SID' is the instance name).
