Is it possible users are making connections and disconnecting them too frequently? What's the value for "logons cumulative" in v$system_event over time? Do process IDs near the top in `top` output constantly change?
Are other numbers in vmstat OK, pageout and scan rate particularly, to a less extent also the value under de?
