ora-4031 is (or used to be) a frequently asked problem. Oracle Metalink has got detailed notes about diagnosing and resolving this problem. Since the cause can be any or many, its best that you do some reading especially when this problem keeps hitting you. (search ora 4031 on metalink).

Also, are my eyes failing me .. or is your SPA 30M and your shared pool reserved size 15M? That could be part of the problem.
