JDeveloper 9.0.3, 0c4j won't run!!!! HELP!!!!!

Installed JDev 9.0.3 on windows. I'm trying to run the struts-example webapp, since I'm going to be doing some struts development at work. Project builds fine, but when I try to run it, it seems to start up, but before running I get the following error message in the Embedded OC4J Server message window:

Error initializing server: Error loading web-app 'cabo' at D:\JDeveloper\jdev\system9.0.3.1035\oc4j-config\applications\bc4j\cabo: Unable to find/read assembly info for
D:\JDeveloper\jdev\system9.0.3.1035\oc4j-config\applications\bc4j\cabo (WEB-INF/web.xml)

A couple of normal messages follow, then I get:

Process exited with exit code 1.

and the server shuts down. HELP!!!
