What you could do is use the OMS repository views http://download-west.oracle.com/docs/cd/B10501_01/em.920/a96673/apph.htm#623 927

You still need OEM/OMS/Iagent to run for configuring ... but once configured you could have a PL
querying the repository views. With Apache and the plsql_mod it should be quite easy to do what
you want without giving a *user* access to the OEM console
