Don't worry about the English; it's fine.

There are ways of blocking other readers, even in Oracle. But I'm curious as to why you want to.

Why do you need to prevent multiple users selecting the data simultaneously? They will each (by default) see a read-committed view of the data as at the start of their query. Oracle is a multi-user database, after all.

Can you explain exactly what it is you are trying to achieve? Then we will be in a much better position to help.
