You are right that if sqlplus is launched from any directory, then first ORACLE_HOME\bin directory listed in the system path will automatically become sqlplus home... no problem if your configuration files reside there, however, if you are using configuration files from different home, you will get ORA-12154... Unless TNS_ADMIN variable is defined, which is global and eliminates all that.
