dba = everything, including things you "cannot access" (eg: you might see a table T in DBA_OBJECTS that you cannot select from)

all = everything you have the privelege to see. you will not see a table T in ALL_OBJECTS unless you can "see" that table in a query)

user = your stuff, things you own.
