Sorry, it does not. The control_file_record_keep_time parameter defines how long a reusable record is to be maintained in the controlfile before that 'slot' can be reused. Yes, this does apply to archivelog records in the controlfile, but it's not a count of how many times the archivelog information is kept, it determines how long each archivelog record is to be maintained in the controlfile. Increasing this parameter usually results in expanding the controlfile due to reusable records not being aged out as quickly prior to the addition of new reusable records, thus not leaving space for the subsequent entries.
