No. PCTINCREASE is set to zero. But you did not miss the point too far. In fact, the problem was identified as being caused by unsuitable storage parameters. The initial extent was set to high, so while rebuilding the index, at least as much space in a chunk would be needed. Probably, the index was rebuild in the past using the compress option.
