There should be a helpins procedure located in $ORACLE_HOME/sqlplus or in one of the subdirectories below.
Be aware this is sql**PLUS* help only. The manuals became way too big to be included in sql*plus, so you should query them at http://tahiti.oracle.com Free subscription to OTN (otn.oracle.com) is mandatory
