My understanding (and experience) is the SQLPLUS help command gives SQLPLUS help NOT SQL help information.

You might want to try the URLs:

http://otn.oracle.com/docs/products/oracle9i/doc_library/release2/index.htm

to get SQL (and other Oracle 9i Release 2 (9.2.0.X.X) help.
