This is a general rant, not one specifically aimed at you.

Anybody remotely involved with or affected by the Y2K issue would know that one routinely specifies 4 digit years.

Anyone remotely involved with or affected by the Windoze date format issue would know that one routinely uses the TO_DATE function when submitting SQL to an Oracle database, so that (for example) the months don't get mixed up with the days.
