I'm afraid that talk about usenet archives will lead you up the wrong path.
There is a well known bug in 8i whereby the installation fails because of
the inclusion of a non-compatible file on the Oracle install disks.
But that's not your problem if you've got 9i.
All I can really advise is that installation on Windows is utterly straightforward *provided* you do it on a clean machine. My advice, drastic as it may seem, is therefore to format your hard drive, re-install Windows, and then install Oracle.
