Check the NTFS permissions on the directory where you installed the Oracle Client. Oracle modified their install on Oracle 9.2 such that the user "Everyone" does not have access to the ORACLE_HOME directory (c:\oracle\ora92 usually). You can fix this in Windows Explorer or by using this command to give "Everyone" read only access:

cacls c:\oracle\ora92 /t /e /g everyone:r
