Problem Solved.
Oracle had the problem documented DOC-ID: Note:215255.1

On the Oracle 9.2 Client software you need to give the Authenticated User privilege to the Oracle Home:

Basicly you need to go the security tab on and uncheck read and execute, then check it again. Apply. OK and reboot...

Fixed the application and everything is fine again....
