hangs on shutdown, must restart oracle service

Can anyone tell me why sometimes Oracle hangs on shutdown and the only
way to fix it is to restart the oracle service?  When this occurs, I
also sometimes have to perform database recovery on a system file upon
opening the database.  It occurs more frequently now.  I am using
version 8.1.7 with windows 2000. There are no warnings in the event
viewer for system or application events.
