Downward compatibility of Discoverer?

The database administrator has assured me that there is an EUL setup for this account. The guy that is able to access the database using Discoverer is using version 3.1.26. I have version 3.1.36.06. Is it possible that my version of Discoverer is incompatible with EULs setup for version 3.1.26?
