I downloaded the metalink note
found the problem straight away I needed to add an entry into the registry on the database server osauth_prefix_domain=false there was already an entry in the server side sqlnet.ora sqlnet.authentication_services = (NTS)
I found I did not need the entry on the client (current users are running oracle 7.3.3 clients and accessing db via forms 4.5/reports2.5 oracle 7.3 odbc seems to work to)
restarted database and was able to connect from client
