Intermittent ORA-12535 error

We are attempting to connect SQL Server to Oracle via SQL Server's Link Server.

Occassionally, we experience a connectivity problem. The error reads: ORA-12535 TNS:operation timed out. Other times, the connection works fine.

Oddly, another machine, identically configured (as much as this is possible...) does not have any such problems.

What is happening? Is this an Oracle issue, a firewall issue, a network issue or something else?
