Mark,
a few questions that may help :
I installed 9.2.0 myself on a Win 2000 Professional PC only last week and had no problems - I was logged in as administrator to do it though - because the instructions say so :o) I don't have these problems on my Unix boxes though ....
The create controlfile fail is the main problem I'd say - without it, you are usually up that famous creek without a canoe, never mind a paddle. Track down the reason for not being able to create it, and you are well on your way to fixing the rest of the problems - all of which relate back to not having a Control file.
Howard may well chip in with more info when Australia wakes up, Morning Howard, because he deals more with Windows that the rest of us :o)
This might help, might not - good luck.
Cheers,
Norman.

OK, I have two separate Win2000 machines that I've tried to install
Oracle
Enterprise 9.0.1 on now, and I'm getting the same weird errors. One of
the
machines is Win2000 Pro, and one is Win2000 Advanced Server. I get
through
the entire installation up to running the Database Configuration
Assistant.
While it tries to make the database, it gets to the "Creating and
starting
Oracle instance" stage, and then the errors start. First, I get:
