Try
  imp system/manager BUFFER=4096 FULL=Y FILE=/backup/expdat.dmp This will import all users beside sys. You might get some errors within the system schema (e.g. plan_table already exists).

You might want to increase buffer to 1mb in order to increase import speed. Setting sort_area_size to >1MB will speedup index creation.
