In the directory <oracle_home>\network\admin there is a file called sqlnet.ora, in there there is a line that defines the defauld domain name for your database connections.
Maybe that line is mission, commented out or plain wrong. Try setting the line like this:

---
names.default_domain = world
---
And you should be up and running.
