Absolutely not - I graduated from uni when I was 26 after 8 years of changing courses, getting kicked out etc. And that was a B.A in Asian History / Japanese language, not IT .. but I've now been working as a Oracle DBA in Tokyo for 4 years.

I don't think age matters. What is more important is that you show that you have a inclination for things technical and that you can pick up new skills.
