I still have no luck yet. I am running Oracle 8i (8.1.7) with compatibility being set to 8.1.0.
I tried a simpler example just now and still get the same error:
Table created.

SQL> create materialized view log on t_test
2 with rowid (f1, f2)
3 including new values
4 /
Snapshot log created.

SQL> create materialized view mv_t_test
2 build immediate
3 refresh fast on commit
4 enable query rewrite
5 as

ERROR at line 10:
ORA-12054: cannot set the ON COMMIT refresh attribute for the
materialized view
