Most state agencies that have a mandate to provide the information will do
it without too much fuss, since the alternative is the division director
explaining to a legislator why he won't provide data to the legislator's
constituent.
They usually charge the full rate for their time and resources, though (in
fact, for many it turns out to be a source of revenue).
