Problem installing Oracle Workflow 2.6.1 on Oracle 9.0.1 for NT

I am trying to install Oracle Workflow 2.6.1 on Oracle 9.0.1 database.

I am using Oracle Workflow installation that comes with Oracle 9.0.1.

At the very beginning I am getting an error -

:
: Unable to find product oracle.swd.jre[1.1.6,1.1.7.27] in Oracle Inventory
:

If I install other Workflow components anyway and then run Configuration Assistant I am getting a fatal error -

:
: Exception in thread "main" java.lang.NoClassDefFoundError: WfFrame
: at WorkflowCA.main(Compiled Code)
:

At this point Configuration Assistant hangs...

Operation System: Win2000
Oracle Database: 9.0.1
Oracle Workflow: 2.6.1
Universal Installer: 1.7.1.6.0 (tried 2.0.1.6.0 with the same result)

Any help is highly appreciated.
