insufficient privileges

Hi!

I installed oracle 8.1.7 on my linux box. It runs quite well. I can create tables and so on. I can use svrmgr to start and stop my database, but I cant shutdown from sqlplus. I need that to change CHARACTER SET. oracle_at_coconut:~> sqlplus

SQL> Please help - I'm stuck
