The question 'can a higher version exp and imp be used against a lower version database?' is a FAQ, and the answer to it is 'No', as documented in the appropiate manuals (also there is a matrix to this up on Metalink)
You need the 8.1.6 exp and provided you have run the appropiate documented procedures on the 9i database you can use the 816 imp to import in a 9i database.
