Hmmm. Bit sparse on the detail, aren't we? What's the error message you're getting (full text, please, not just a number).

You say you're a member of the 'appropriate Oracle admin groups'. And they would be... what, exactly? There should really only be one of them, namely ORA_DBA.

Of course it is... who do you think you have to be to actually issue the 'create database' command?
